Winter Storm Warning issued February 21 at 2:44AM EST until February 23 at 6:00PM EST by NWS Upton NY
AREAS AFFECTED: Orange; Putnam
DESCRIPTION: * WHAT...Heavy snow expected. Total snow accumulations between 10 and 13 inches. Winds gusting as high as 45 mph. * WHERE...Orange and Putnam Counties. * WHEN...From 6 AM Sunday to 6 PM EST Monday. * IMPACTS...The strong winds and weight of snow on tree limbs may down power lines and could cause sporadic power outages. Travel could be very difficult to impossible. Areas of blowing snow could significantly reduce visibility. The hazardous conditions could impact the Monday morning and evening commutes. * ADDITIONAL DETAILS...Strongest winds are expected Sunday night into Monday. However, snow will move in during the morning and afternoon hours.
INSTRUCTION: If you must travel, keep an extra flashlight, food, and water in your vehicle in case of an emergency. Check local Department of Transportation information services for the latest road conditions. Persons should delay all travel if possible. If travel is absolutely necessary, drive with extreme caution and be prepared for sudden changes in visibility. Leave plenty of room between you and the motorist ahead of you, and allow extra time to reach your destination. Avoid sudden braking or acceleration, and be especially cautious on hills or when making turns. Make sure your car is winterized and in good working order.

Graupel is a form of precipitation that is created by atmospheric conditions
which cause supercooled water droplets to contact snow crystals and freeze to
their surface.
Sometimes known as soft hail or snow pellets, graupel is delicate and easily
destroyed by touch. Whereas hail usually falls during severe weather, graupel
doesn't require such conditions to form, and can form in mild precipitation
similar to situations which produce snowfall.

A hole punch cloud is an unusual occurrence when a disk-shaped
hole appears in a cirrostratus, cirrocumulus, or altocumulus cloud.
When part of the cloud forms ice crystals, water droplets in the surrounding area
of the cloud evaporate. The effect of this process produces a large elliptical
gap in the cloud. The hole punch cloud formation is rare, but it is not specific
to any geographic area.
Other names which have been used to describe this phenomena include fallstreak hole,
skypunch, and cloud hole.
