DESCRIPTION: * WHAT...Dangerously cold wind chills as low as 35 below expected. * WHERE...Cameron, Elk, McKean, Potter, Tioga, and Warren Counties. * WHEN...From 1 AM Saturday to 10 AM EST Sunday. * IMPACTS...The dangerously cold wind chills as low as 35 below zero could cause frostbite on exposed skin in as little as 10 minutes.
INSTRUCTION: Persons are urged to stay indoors until conditions improve. If you must go outside, dress in layers. Several layers of clothes will keep you warmer than a single heavy coat. Cover exposed skin to reduce your risk of frostbite or hypothermia. Gloves, a scarf, and a hat will keep you from losing your body heat.

Cirrocumulus clouds form at high altitudes (usually around 5 km)
and have distinguishing characteristics displayed in a fine layer of
small cloud patches. These small cloud patches are sometimes referred to as
"cloudlets" in relation to the whole cloud formation.
Cirrocumulus clouds are formed from ice crystals and water droplets. Often, the
water droplets in the cloud freeze into ice crystals and the cloud becomes a
cirrostratus cloud. Because of this common occurrence, cirrocumulus cloud
formations generally pass rapidly.
